Question For Mr. Baird

If you are abandoning the Clean Air bill (update: or not. CTV is now reporting (using the same link!) that Baird is denying everything) and are going ahead with your own regulations under existing legislation, does this mean it was an unnecessary bill in the first place and you were just stalling for 16 months while Canada continued to dump CO2 into the atmosphere?
