Schism Or Bad Governance?

The Globe and Mail is talking about an East/West schism over the census. I am not sure I would agree. I think the leaders of the three western most provinces are heeding the call of their tribal leaders in Ottawa. I am not sure their people are entirely on board the Ignorance Express.
