The Burlap Divorce?
Given the public spat over the seat redistribution and now this, it looks like the love affair between Harper and Quebec is over.
We thought that last year, too, over Afghanistan and Kyoto.
It ain't over till it's over -- I think the big question is whether a left-wing force with Harper's ideas on division of powers can put itself forward. (I don't think there is one, which is why I think that Harper and Quebec have a few more dances left.)
